PNP MOVES TO EMPOWER PRECINCT LEVEL CRIME INVESTIGATORS

PNP Chief, “CODE-P” Director General Alan L Purisima has taken to task all Police Regional Offices to strengthen the investigative capability of lower police units down to the precinct level to ensure successful prosecution of cases that will lead to higher rate of conviction of criminal offenders particularly in drug cases.
Purisima ordered intensified 24/7 mobile checkpoints that “should be felt by the people we have sworn to protect” in support of the overall anti-crime campaign.
These are among the salient points of the Command guidance of the Chief PNP to members of the PNP Command Group, Director Staff, Regional Directors and Directors of National Support Units during a top level Command Conference held at the PNP National Headquarters today.
Purisima said, ideally, all Police Stations must have its own capability to handle or process minor crime incidents in order to lessen the burden on Scene of Crime Operations (SOCO) units of the higher city, provincial or regional offices.
He also ordered an updated inventory of criminal cases, particularly, illegal drugs, and other syndicated criminal activity involving PNP personnel.
Among other agenda, the command conference also served to assess the overall performance of the PNP during the first semester of 2014.
As part of his command guidance, the Chief PNP emphasized to all police commanders that “training is a continuous activity” that must be implemented by PNP Units on a regular basis to enhance individual and unit capability.
He underscored continued implementation of the Special Counter-insurgency Unit Training (SCOUT) program as a minimum mandatory training requirement to enhance individual fighting skills to increase survivability in combat situations against insurgents and threat groups.
To achieve maximum effect of the PNP counter-insurgency campaign, the Chief PNP, directed Regional Directors to keep the local insurgents off-balance by initiating sustained security operations by Regional Public Safety Battalions and Provincial Public Safety Companies as required by the Directorate for Operations.  
During the same conference, the Chief PNP directed concerned PNP units and Offices to look into the concerns of some police retirees on the PNP pension system even as he assured that the PNP is doing everything possible to iron-out all issues raised by the retired sector.
In order to meet the ideal police to population ratio, the Chief PNP also instructed the concerned Directorial Staff and NSUs to fast track processing of applications to fill-up 18,568 vacancies for Police Officer and 13,000 positions for Non-Uniformed Personnel as authorized by the National Police Commission.
In support of anti-criminality operations, the Chief PNP reiterated earlier instructions to intensify Oplan Katok operations “to let the people feel that we are dead serious” in our campaign to rid society of illegal firearms and instruments of crime.   
He also moved to correct some misimpressions of the regulatory office for firearms licensing by prohibiting any form of transaction for the sale of guns within the premises of the Firearms and Explosives Office (FEO) in Camp Crame. “FEO is not a gun store,” the Chief PNP stressed. (PNP-PIO)
