PNP not sitting on cases vs cops – Sindac

Chief Superintendent Reuben Theodore Sindac, PNP public information office (PIO) chief, issued the statement in reaction to reports that National Police Commission (Napolcom) Vice Chairman and Executive Officer Eduardo Escueta is blaming the PNP for the delay in the final resolution of administrative cases involving police personnel.
The issue was raised in the wake of the involvement of several policemen in the September 1 EDSA robbery and kidnapping incident. It was found out that one of the policemen, SPO1 Ramil Hachero, has a pending case of grave misconduct with the penalty of dismissal from the service.
“Given the vice chairman’s statement, the PNP would like to state for the record that it does not sit on administrative cases, leaving them pending for long periods of time,” said Sindac.
The PNP spokesman explained that the case of Hachero was part of the Napolcom’s special project to resolve some 2,000 cases pending since 2002. This, he said, is on top of the regular cases already under review by the PNP chief who sits as Napolcom Ex-Officio Commisioner.
“The Office of the Chief, PNP/Ex-Officio Commissioner has received 1,355 case folders from December 2013 to September 2014, out of which he had reviewed and signed 790 cases,” said Sindac.
He added that on the average, the office of the PNP chief received an average of 211 case folders per month from December 2013 to April 2014.
Sindac likewise pointed out that the case folder of Hachero was received from the Napolcom on April 2014 together with 264 other case folders and that apparently, said case has been pending at the Napolcom since 2011.
“The Chief, PNP would like to emphasize the fact that each case folder that passes through his office is carefully reviewed and assessed before he finally affixes his signature in his capacity as Napolcom Commissioner,” said
