VACC files supplemental complaint vs. PNP chief Purisima

The anti-crime group Volunteers Against Crime and Corruption (VACC) has filed a supplemental complaint with the Office of the Ombudsman against Philippine National Police (PNP) chief Director General Alan Purisima.

In a phone interview with GMA News Online, VACC head Dante Jimenez accused Purisima of submitting "incomplete and untruthful" Statement of Assets, Liabilities, and Net Worth (SALN).

Last September 29, the group filed a plunder complaint against Purisima in connection with his sprawling property in Nueva Ecija and the alleged questionable renovation of the PNP chief's official quarters inside Camp Crame.
Purisima, who faced a Senate investigation last week, denied that he has amassed hidden wealth, linking the accusations against him to unnamed groups and individuals affected by his anti-crime drive.

President Benigno Aquino III had repeatedly vouched for Purisima's honesty as a public official.


Supplemental complaint

In their three-page supplemental complaint, VACC said Purisima failed to declare in his SALN a 200-hectare land in Palayan City, Nueva Ecija.

It added that Purisima has undervalued the fair market value of his properties, including his Toyota Land Cruiser, a condominium unit in Cubao, and lot and houses in San Leonardo, Nueva Ecija.

VACC urged the Ombudsman to investigate Purisima's 21-year-old son, Rainier Von, on "how he acquired six ventilated/ mechanized poultry farms worth more than 90 million pesos located in Nueva Ecija."

"With due respect, the 21-year-old son of the respondent has no means to acquire these properties," VACC said in its supplemental complaint, a copy of which was obtained by GMA News Online.

"Apparently, he was used as 'dummy' of respondent PDG Alan LA Purisima PNP to hide his (respondent) unexplained wealth," VACC accused.

Toyota Land Cruiser

Meanwhile, the group also noted that Purisima should be charged with indirect bribery for acquiring a Toyota Land Cruiser with only P1.5 million, with a discount of almost 70 percent or about P3 million. Purisima himself admitted the discounted purchase during his Senate appearance last week.

On the other hand, VACC also called for an investigation on a certain Carlos Gonzales of Ultican Buildings, lawyer Alexander Lopez of Pacific Concrete Corp., and Christopher Pastrana of CAPP Industries — the donors in the renovation of the PNP chief's official quarters inside Camp Crame dubbed as the “White House.”

VACC said the three should be "investigated and charged accordingly considering that they or their recpective company have dealings with the government worth billions of pesos."

In addition, the group also called for the investigation on the officials of the assessor's office of San Leonardo, Nueva Ecija, who they claimed undervalued the assessed value of Purisima's 4.7-hectare lot and improvements in San Leonardo, Nueva Ecija.

"They have unwarranted benefits and preference to respondent PDG Purisima in the discharge of their functions through manifests partiality and bad faith," it said.

Preventive suspension

Meanwhile, the group also called for Purisima to be placed under preventive suspension while the investigation on him is ongoing.

"With the power and influence as PNP chief, he wields and at his disposal, the policemen and arms under his control and supervision, we believe the witnesses would be influenced, intimidated and afraid to come out and tell the truth, and also evidence would be concealed and destroyed," VACC said. —KBK, GMA News
