Senate draft report urges filing of murder, robbery, others vs SAF 44 killers

MANILA, Philippines — A Senate draft report on the Mamasapano incident has recommended the filing of murder, frustrated or attempted murder and robbery charges against those who killed the 44 members of the Philippine National Police-Special Action Force (PNP-SAF).

In a 7-page executive summary of the draft report, which was released to the media on Tuesday by Senator Grace Poe, the three committees of the Senate — public order, finance and peace reconciliation and unification — that conducted the investigation on the incident decided to leave the responsibility of identifying the assailants to the Department of Justice.

PNP NABS TOP 300 MOST WANTED PERSONS IN METRO MANILA

The proverbial long arm of the law has eventually caught up with 299 Most Wanted Persons in Metro Manila over the past seven (7) months of relentless manhunt operations in the National Capital Region.

Those arrested represent almost half of the total 603 Most Wanted Persons listed in the NCRPO “order of battle” of suspects wanted by the law for alleged involvement in criminal activity.

Latest to fall were 17 Most Wanted Persons arrested in separate weeklong police operations from March 11 to 17, 2015 carried out by the five Police Districts of NCRPO.

On eve of board of inquiry report, cops told to move on

MANILA, Philippines–Let’s move on.

This was the message of Deputy Director General Leonardo Espina to the 150,000-strong Philippine National Police on the eve of the submission of the PNP board of inquiry’s report on the Jan. 25 clash in Mamasapano, Maguindanao province, that claimed the lives of 44 Special Action Force (SAF) commandos, 18 Moro rebels and five civilians.

Speaking with reporters at Camp Crame yesterday, Espina, the PNP officer in charge, expressed confidence that the board’s report would be factual and truthful amid speculations that it would be watered down to protect senior government officials, including President Aquino.

The Philippine National Police is buying 743 units of sub machine gun worth of Php133,740,000 million being the Approved Budget for the Contract (ABC) to payments.

The PNP now invites bids for the aforementioned project. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

PNP ACCOUNT FOR MORE WANTED PERSONS THROUGH “OPLAN LAMBAT – SIBAT”

In line with the directives of the Department of Interior and Local Government Secretary Mar Roxas III to intensify the police operations in Metro Manila through “Oplan Lambat Sibat” anti-crime strategy, proactive police operations netted in a row thirty nine (39) Wanted Persons in separate police operations conducted from February 18 – March 3, 2015.

National Capital Region Police Office together with the personnel of Criminal Investigation and Detection Group (CIDG), and police intelligence services conducted the two-week anti-criminal operations that resulted in the arrest of these criminals. It is in line with the current operational thrust of PNP against organized crime groups, wanted persons, anti-illegal drugs and loose firearms, NCRPO Regional Director PDIR Carmelo E Valmoria said.

Roxas: Aquino screens Espina, Garbo for PNP chief post

MANILA, Philippines―Almost a month after former Philippine National Police (PNP) Director General Alan Purisima stepped down from his post as the PNP chief, President Benigno Aquino III has initiated the screening of candidates for the vacated position.

In an interview after the Assumption of the Command Ceremony for newly appointed Special Action Force (SAF) director Chief Superintendent Moro Virgilio Lazo on Wednesday, Interior Secretary Mar Roxas said that the President has interviewed acting PNP officer-in-charge Deputy Director General Leonardo Espina and PNP directorial staff chief Deputy General Marcelo Garbo Jr.

Aquino also asked their records as part of the screening process, Roxas said.
