PNP OUTLINES DECREASE IN CRIME TREND DURING LAMBAT-SIBAT OPERATIONS


Gaining from the successful implementation of OPLAN “Lambat-Sibat” in Metro Manila, the PNP’s statistics hub has recorded a decrease in crime trend.

The PNP Directorate for Investigative and Detective Management (DIDM) has recorded 48% decrease in crime trend from 635 weekly average incidents during the first Semester of 2015 down to 331 weekly average incidents from the second Semester of 2015 until the first week of April 2016.

Also noted in the latest Lambat accomplishments in NCR, since Chief PNP Director General Ricardo Marquez assumed post in July 2015 and strengthen Oplan Lambat-Sibat, is the decrease in Robbery and Theft from 419 weekly average incidents during the 1st Semester of 2015, going down to 213 weekly average incidents from the second Semester of 2015 until the first week of April 2016.

Further, the DIDM recorded a 75% decrease in carnapping incidents from 16 cases down to 4 incidents; and 64% drop off in motorcycle-napping from 45 incidents to only 16 incidents of the same period.

It was recalled that PDG Marquez ordered the deployment of more police personnel in the streets to increase police presence nationwide. Thus, it has made a positive difference in police operations keeping criminals at bay especially in crime prone areas and has helped the implementation of the PNP’s anti-crime strategy, OPLAN Lambat-Sibat, achieve impressive results to date.

According to the Department of Interior and Local Government Secretary Mel Senen Sarmiento, the "Whole-of-Government Approach" should always be exercised nationwide to maintain a peace and order and security in every community.

It is stated under Republic Act No. 6975 Section 51, Powers of Local Government Officials over the PNP units or forces, that the "governors and mayors shall be deputized as representatives of the Commission in their respective territorial jurisdiction."

In addition, Republic Act No. 6975 Section 51 stated that "the city and municipal mayors shall exercise operational supervision and control over PNP units".

On the other hand, the program’s success in NCR prompted the PNP leadership to cascade Oplan Lambat-Sibat in Regions 3 and 4A on January 2015. 

In Police Regional Office 3, the DIDM recorded a decrease of 33% from 236 weekly average crime incidents in January 5, 2015 to March 6, 2016 down to 159 incidents last week, from April 4-10, 2016.

Meanwhile, in PRO 4A, the DIDM recorded a decrease of 23% from 251 weekly average crime incidents in January 5, 2015 to March 6, 2016 down to 194 weekly average incidents from April 4-10, 2016.

The Chief PNP also set in motion the nationwide implementation of Lambat-Sibat as potent weapon against crime and lawlessness after its resounding success that drastically reduced crime incidents in Metro Manila, PRO 3 and PRO 4A.

PDG Marquez also encourage the public to be part of the recently-activated Lambat-Sibat Volunteers who serves as active players in creating an effective integrated anti-crime campaign that requires a deliberate, programmatic and sustained approach. (PNP-PIO)
