Manpower lack snags fight vs crime




It was a chilly Tuesday night Christina Labador would rather forget.
The mother of three was waiting for a ride home from work at the corner of Taft Avenue and Edsa in Pasay City around 11 p.m. on Jan. 14 when a man suddenly appeared and grabbed her bag at knife-point.
She had just withdrawn P5,000 from a nearby automated teller machine to buy medicine for her 68-year-old father, a stroke victim.
“I was so scared and shocked that I could not even open my mouth. In a few seconds, the man ran off and disappeared from my sight,” Labador recalled of her experience, one of 633 theft and robbery cases recorded daily by the Philippine National Police during the first half of 2014.
Luckily for the 37-year-old call center agent, the felon was arrested during a follow-up police operation a few days later, although the money she lost was not recovered.
“The PNP should have more personnel patrolling the streets to guard against petty criminals [preying] on poor people like me,” she said wryly.

Nonuniformed personnel
In his 2013 State of the Nation Address, President Benigno Aquino III vowed to curb rising criminality with the hiring of additional nonuniformed personnel (NUP) to assist law enforcers in their administrative duties.
“After all, the skills and abilities of our police would be put to waste if we keep them imprisoned in the four corners of an office,” Mr. Aquino had said.
But a year later, only about 7,500 civilian employees had been hired to help out the 148,000-strong police force.
Although Interior Secretary Mar Roxas had directed the PNP to hasten the recruitment of NUP to beef up police presence in public, PNP spokesperson Chief Supt. Reuben Theodore Sindac said it would take a while for the PNP to hire additional personnel.

Bound to budget
“We cannot hire 30,000 NUP at once because we also follow the budget appropriated to us by the national government,” Sindac said, adding that the PNP was set to hire another 7,500 NUPs before the year ends.
In a previous interview, Roxas said that based on international standards, there should be at least one policeman for every 500 people. The country’s ratio at present is 1:700.

MANILA, Philippines -‎ The Philippine National Police (PNP) has formed “Super Task Force: Kapayapaan 2014″ ahead of President Benigno Aquino III’s State of the Nation Address (Sona) on July 28.

At least 10,000 National Capital Region Police Office (NCRPO) personnel will be deployed to ensure security within Metro Manila as the President delivers his annual Sona at the Batasang Pambansa in Quezon City,  the PNP said in a statement on Tuesday.

In last year’s Sona, the PNP only sent 8,000 NCRPO police officers.

Police Director Carmelo Valmoria, NCRPO chief, ‎was tapped to lead the nationwide task force.

The 10,000 police personnel will be supported by police regional offices (PROs).

The PROs will send Civil Disturbance Management (CDM) personnel ‎to ensure peace and order as protest actions are anticipated on Monday.

The four task forces include:

Task Force Anti-Criminality led by Chief Superintendent Diosdado Valeroso, District Regional Director for Administration of NCRPO.

The Philippine National Police (PNP) announced the activation of Super Task-Force “KAPAYAPAAN 2014” to provide security and ensure peaceful and orderly activities when His Excellency President Benigno S Aquino III delivers his fifth State of the Nation Address before the 2nd Regular Session of the 16th Congress on Monday, July 28.
STF “KAPAYAPAAN 2014” is under the supervision of National Capital Region Police Office Director, Police Director Carmelo Valmoria as the STF “Kapayapaan 2014” Commander shall directly supervise the conduct of all coordination with concerned law enforcement agencies, security preparations and operations in Metro Manila.

STF “KAPAYAPAAN 2014” is composed of four (4) Task Forces (TF) namely:

TF ANTI-CRIMINALITY – responsible for the conduct of continuing law enforcement operations and maintenance of peace and order to ensure zero-crime incident in Metro Manila to be headed by the PCSupt Diosdado Valeroso, District Regional Director for Administration (DRDA) of NCRPO;

CAMP OLIVAS -- Four members of the notorious Tanglao crime group, including their leader who is a police officer, were arrested in Barangay Sta. Cruz, Porac, Pampanga, Saturday night after allegedly robbing a British national.
Senior Superintendent Marlon Madrid, officer-in-charge of Pampanga Police Office, identified the arrested policeman as Police Officer 1 John Paul Tanglao, presently assigned at the Regional Public Safety Battalion (RPSB3) and a resident of Barangay San Nicolas, City of San Fernando.

The Philippine National Police Anti-Cybercrime Group (ACG) Cyber Response Team led by PSupt Bernard R Yang under the direct supervision of PSSupt Gilbert C. Sosa busted a telecom fraud syndicate in Iloilo City on July 9, 2014 at around 1:30pm.
The success of the operation was made possible through the cooperation and collaboration of the PNP Anti-Cybercrime Group to Mr. Jerry Wang, Executive Assistant of Taipei Economic and Cultural Office (TECO) (in the Philippines, Taiwan and China),personnel from the Bureau of Immigration led by Intel Officer Homer Gene T. Poquez, and personnel of Iloilo City Police Office, Police Regional Office 6, led by PSSupt Ruperto T. Floro, City Director.

Distressed over the apparent helplessness of the police over the rising trend of petty crimes in the city, the Makati city government has asked Philippine National Police (PNP) to deploy additional police to augment the “grossly inadequate” city police force.
Makati City Mayor Jejomar Erwin S. Binay, in a letter to PNP Director General Alan J. Purisima, disclosed that for the past few months, his office has been receiving reports and complaints directly from residents, workers and other stakeholders in Makati about rampant criminality, particularly holdup and bag-snatching incidents which happen even in broad daylight.

2 robbery suspects killed in shootout with cops in Tagum City

TAGUM CITY, Davao del Norte, Philippines – Two suspected armed robbers were killed in a shootout with police after robbing a motor parts store here on Saturday, a police official on Sunday said.
Lawmen also recovered two pistols, a fragmentation grenade and rounds of ammunition for an M-16 rifle following the encounter in Apokon village around 2:30 p.m., according to Superintendent Solomon de Castilla, city police chief.
De Castilla said that prior to the clash authorities had received reports about a planned robbery targeting the Dxung Sxun Car Display Center.
“Policemen conducting surveillance operations caught up with two armed men who were about to flee after robbing Lorena Paoner, 27, the car display center manager,” De Castilla told the Philippine Daily Inquirer by mobile phone, adding the robbers fought with the lawmen, sparking a brief firefight that resulted in the robbers’ deaths.
