MANILA – Malacañang on Tuesday said it is open to proposals to ban social media platforms

such as Facebook and gaming apps if found to pose serious risks to public safety and fail to address misinformation and online harms.

Palace Press Officer Claire Castro made the statement after the Cybercrime Investigation and Coordinating Center (CICC) said it was considering recommending a ban on Facebook following the deadly shooting at Ateneo de Zamboanga University.

Castro said any proposal must first undergo study, particularly if platforms fail to cooperate with government efforts to protect Filipinos from violence, misinformation, and other online risks.

MANILA – Senators on Wednesday moved to strengthen a proposed child online protection

law by giving authorities wider access to digital evidence, undercover operations, and cross-border cooperation to counter people who groom minors for sexual abuse or violence.

During plenary deliberations on Senate Bill No. 1819, or the proposed Child Online Protection and Safety Act, Senator Risa Hontiveros, the principal sponsor and author of the measure, said amendments are being prepared to equip law enforcement agencies with investigative tools similar to those used against online sexual abuse and exploitation of children (OSAEC).

PNP, Fujian cops ink deal to combat transnational crimes

MANILA – The Philippine National Police (PNP) strengthened its partnership with China's

Fujian Provincial Public Security Department to boost intelligence sharing and law enforcement cooperation against transnational criminal syndicates.

PNP chief Gen. Jose Melencio Nartatez Jr. welcomed Wang Xizhang, executive director general of the Fujian Provincial Public Security Department, during a courtesy visit at the Star Officer's Lounge in Camp Crame on Tuesday.

In a statement on Thursday, Nartatez said the meeting reaffirmed the longstanding partnership between the two law enforcement agencies and focused on expanding cooperation against transnational crime, cybercrime, kidnapping and other shared security concerns.

MANILA – The National Capital Region Police Office will be on full alert starting 5 p.m. on

July 24 to ensure peace and security ahead of President Ferdinand R. Marcos Jr.'s fifth State of the Nation Address (SONA) on July 27.

NCRPO chief Maj. Gen. Anthony Aberin said in a statement on Wednesday that security measures include the implementation of a no-fly, no-drone zone in designated areas and the nationwide suspension of Permits to Carry Firearms Outside Residence on SONA day.

He also said a total of 21,261 police personnel will be deployed for SONA security operations, backed by 3,000 standby personnel from Police Regional Offices 2, 4B and 5.

Active shooter drills set to be held in QC schools – PNP

MANILA – To boost safety and security in schools in Quezon City, the police and the city

government are set to hold simulation drills for students on how to respond to threats, including active shootings, the Philippine National Police (PNP) said.

Quezon City Police District (QCPD) director Brig. Gen. Randy Glenn Silvio told reporters in a press briefing on Wednesday afternoon that they will launch a dry run of simulation exercises of possible attacks in schools, in line with the Interior Secretary Jonvic Remulla's implementation of the Safer Cities program.

He said the launch of the initiative was tentatively set this Friday, and will also cover scenarios such as stabbing, bomb threats and riots, aside from shootings.

“Since yung inimplement natin yung Safer Metro Manila ang instruction ng ating SILG na one police officer and one barangay tanod ang magbabantay sa schools natin, mag-start yung klase hanggang matapos ang ginawa natin then meron tayong ginawang student’s security protocol \ in coordination with the LGU (local government unit) (Since we implemented the Safer Metro Manila, our SILG instructed that one police officer and one barangay guard will guard our schools, from the start of classes until we finish what we did, then we have implemented a student's security protocol in coordination with the LGU),” Silvio said.

According to Silvio, they also want students to be trained in defending themselves when they are in front of attackers.

“Gusto kasi ni Mayor Joy Belmonte na mai-train talaga yung mga estudyante. I think meron kaming dry run by Friday, apat na scenario yun, parang reaction natin sa earthquake drill na dapat ganun din sa mga estudyante. Alam nila kung ano ang gagawin in case meron active shooter, stabbing incident, bomb threat and yung riot inside the classrooms kasi yung apat na scenarios na yun ginawan natin ng audio visual presentation para maipakita sa estudyante (Mayor Joy Belmonte really wants the students to be properly trained. I think we have a dry run this Friday. There are four scenarios, similar to how we react to earthquake drills, which should be the same for the students. They should know what to do in case of an active shooter, stabbing incident, bomb threat, and a riot inside the classrooms, because we have created an audiovisual presentation for these four scenarios to show to the students),” he added.

The QCPD has beefed up security in schools following attacks in learning institutions, including a shooting spree in a school in Tacloban City that left three students dead and 20 others wounded.

Earlier, PNP chief Gen. Jose Melencio Nartatez Jr., said police commanders were tasked to coordinate with local Department of Education (DepEd) offices and school authorities from both private and public schools to ensure police presence in the conduct of the drill.

This, he said, will also strengthen the trust and confidence of learners in the police and give them peace of mind while in their respective schools.

Nartatez said the PNP will continue to provide all the necessary support systems to prevent a repeat of such an unfortunate incident in Tacloban City, which is the first case of a school gun attack in the country.

Aside from regular police visibility orders that require officers to include schools in regular beat patrols, the PNP also backed programs that include guidance counselling and setting up of anti-bullying desks involving its personnel from the Women and Children Protection Desk.

Nartatez said he also tasked police commanders to coordinate with school authorities for the possible presence of policemen during Monday’s flag-raising ceremony, similar to what he initiated when he was still a young chief of police.

“The children are the future of this country and as such, it is our mandate, it is our obligation to protect them and to make them feel safe not only in their homes and on the streets, but also in their schools,” he said. (PNA)

MANILA – The Palace on Thursday expressed hope that the impeachment trial of Vice

President Sara Duterte would remain anchored on the rule of law, due process, and evidence and not politics, even as it reiterated that President Ferdinand R. Marcos Jr. would not interfere in the Senate's constitutional mandate.

Palace Press Officer Claire Castro said the Executive has no business grading the Senate impeachment court after its first three days of hearings, stressing that the President remains focused on governance while respecting the constitutional separation of powers.

Instead, she said, the Palace expects senators to strictly follow the law and decide the case on its merits.

MANILA – The Department of Education (DepEd) on Thursday said it is working with other

government agencies to protect learners from possible schemes of online terrorist groomers.

This comes following consecutive reports of violence in the country's public schools.

In particular, the DepEd sought the assistance of the Philippine National Police (PNP) and the Department of Information and Communications Technology (DICT) to handle modern cyber threats.

In an interview, Education Secretary Sonny Angara said these agencies can monitor the large-scale online risks against learners.

MANILA – The Juvenile Justice and Welfare Council (JJWC), an attached agency of the

Department of Social Welfare and Development (DSWD), has confirmed that the two children in conflict with the law (CICLs) involved in the school shooting in Tacloban City are now under the custody of the Regional Rehabilitation Center for the Youth (RRCY) which is being managed by the DSWD’s Field Office 8 (Eastern Visayas).

JJWC Executive Director Tricia Clare Oco said the two CICLs are currently undergoing psychological assessments and other evaluation activities to determine the reason that drove them to commit the crime.

MANILA – Non-bailable plunder and graft charges have been filed against Sen. Jinggoy

Estrada and former Public Works secretary Manuel Bonoan before the Sandiganbayan over the flood control scandal, Assistant Ombudsman Mico Clavano on Thursday said.

In a press briefing, Clavano said the plunder and graft cases filed by the Office of the Ombudsman involve “illicit” payouts amounting to PHP573 million.

Likewise named respondents in the case are three engineers from the Department of Public Works and Highways (DPWH)-National Capital Region.

“Our evaluation shows that substantial public funds were deliberately funnelled into designated infrastructure projects in exchange for predetermined commission fees or kickbacks,” Clavano said.

DOJ greenlights Dela Rosa’s arrest after SC rejects TRO plea

MANILA – Law enforcement agencies may proceed with serving the International Criminal Court’s

(ICC) arrest warrant against Senator Ronald “Bato” dela Rosa after the Supreme Court (SC) on Wednesday denied his plea for a temporary restraining order (TRO), Justice Secretary Frederick Vida said Thursday.

Vida said the National Bureau of Investigation (NBI) agents can already pursue their operations “to effect the service of the arrest warrant”.

“First, there's a valid arrest warrant issued by the ICC. Second, he is not in the Senate premises. Third, there's no TRO or any interim order from the Supreme Court. Fourth, the arrest warrant is now enforceable. So, it will be enforced, and it will be served,” he said in a press briefing.

He also said no shortcuts will be taken in serving the warrant.

MANILA – President Ferdinand Marcos Jr. on Wednesday night said no state security forces were involved in the shooting incident inside the Senate complex and denied reports that government agencies had been ordered to arrest Senator Ronald “Bato” dela Rosa.

In a recorded statement, Marcos said he personally monitored the situation for more than two hours and directly coordinated with law enforcement agencies following the incident.

The President said he immediately contacted Philippine National Police officials and later spoke with National Bureau of Investigation Director Melvin Matibag to verify reports that armed personnel had entered the Senate premises.

MANILA – Senate President Pro Tempore Panfilo Lacson said on Wednesday the ongoing

Senate Blue Ribbon Committee probe into alleged flood control anomalies has yet to identify a single “overall mastermind,” pointing instead to a pattern of localized and interconnected corruption.

Lacson, who also chairs the Senate Blue Ribbon Committee, said evidence gathered by the panel so far suggests that irregularities may be driven by multiple actors operating within specific areas rather than a centralized figure directing the scheme.

MANILA – The International Criminal Court (ICC) Pre-Trial Chamber I on Thursday has confirmed all

charges against former president Rodrigo Duterte, and committed him to a trial.

In a decision dated April 23, the three pre-trial judges concluded that there are “substantial grounds to believe” that Duterte was “criminally responsible” for the three counts of crimes against humanity brought by the ICC prosecutor against him.

The chamber said the crimes were committed as part of a “widespread and systematic attack against a civilian population” in the Philippines between Nov. 1, 2011 to March 16, 2019, in the context of the “war on drugs” campaign.

4 'kidnappers,' including 2 ex-cops, killed in Parañaque rescue

MANILA – Four suspected kidnappers, including two dismissed police officers, were killed in

a rescue operation involving a 78-year-old businessman in Parañaque City on Wednesday night.

The victim was safely rescued following an operation led by the Philippine National Police-Anti-Kidnapping Group (PNP-AKG).

In a press briefing on Thursday, PNP spokesperson Brig. Gen. Randulf Tuaño said the victim was abducted on Tuesday afternoon.

The victim, an Indian national who had been naturalized as a Filipino citizen, was last seen heading home to Makati City before being abducted.

"[T]he suspects called the victim's daughter-in-law using her own cellphone where they informed the daughter-in-law that her father-in-law was the victim of kidnapping and they initially demanded PHP50 million," Tuaño said.

"The daughter-in-law and then the husband reported the incident to the AKG," he added.

In the same press briefing, PNP-AKG chief Brig. Gen. Glicerio Cansilao said the operation stemmed from the request for assistance of the victim's relatives.

He said the suspects initially asked for a PHP50-million ransom but later agreed to reduce it to PHP10 million.

According to the police, the suspects opened fire during the rescue operation, triggering a shootout.

Four suspects sustained injuries and were immediately brought to the hospital, where they were declared dead on arrival.

"Right after the confrontation na nangyari, kaagad nating dinala sa ospital ang mga ito. They were dead on arrival (Right after the confrontation, we immediately brought them to the hospital. They were dead on arrival)," Cansilao said.

Tuaño said two of the slain suspects were former police officers who had gone absent without leave (AWOL) and were eventually dismissed from service.

Evidence recovered from the vehicles included PNP uniforms, one bearing the name “Fabros,” a firearm with magazines and ammunition, a hand grenade, and multiple license plates.

An undetermined amount of ransom money was also recovered.

Police said at least three more suspects remain at large, and the motive behind the kidnapping has yet to be established.

"Follow-up and hot pursuit operations are ongoing to identify, locate, and apprehend the remaining individuals involved," the PNP said in a statement. (PNA)

232 cops dismissed in Q1 as PNP intensifies internal purge

MANILA – A total of 232 police officers were dismissed from service in the first three months

of the year over various infractions, the Philippine National Police (PNP) said Wednesday, as it stepped up internal disciplinary measures.

The dismissals were part of administrative sanctions imposed on 740 PNP personnel from Jan. 1 to March 25. Of the total, 36 officers were demoted and 333 suspended, while others faced penalties, such as salary forfeiture, reprimand, restriction, and withholding of privileges.

"Hindi natin kinukunsinti ang mali. Patuloy nating pinapanagot ang mga lumalabag, anuman ang ranggo (We do not tolerate wrongdoing. We continue to hold violators accountable, regardless of rank)," PNP chief Gen. Jose Melencio Nartatez Jr. said in a statement.
