NCRPO on full alert starting July 24; deploys 21K cops for SONA 2026
MANILA – The National Capital Region Police Office will be on full alert starting 5 p.m. on
NCRPO chief Maj. Gen. Anthony Aberin said in a statement on Wednesday that security measures include the implementation of a no-fly, no-drone zone in designated areas and the nationwide suspension of Permits to Carry Firearms Outside Residence on SONA day.
He also said a total of 21,261 police personnel will be deployed for SONA security operations, backed by 3,000 standby personnel from Police Regional Offices 2, 4B and 5.
The deployment covers the House of Representatives and Batasang Pambansa Complex, major roads, transport terminals, border control points, rally areas, government facilities and other critical locations in Metro Manila.
To ensure the orderly management of public assemblies while fiercely upholding democratic principles, the NCRPO has designated 11,196 Civil Disturbance Management (CDM) personnel.
“All deployed personnel have undergone rigorous operational briefings explicitly emphasizing maximum tolerance, absolute respect for human rights, and the inviolable constitutional right of citizens to peaceful assembly and free expression. Security operations will strictly adhere to the rule of law and Police Operational Procedures, balancing public safety with the total safeguarding of democratic freedoms," Aberin said.
Road closures
Temporary road closures and traffic rerouting will be implemented in selected areas surrounding the Batasang Pambansa Complex and key routes. Motorists traveling northbound from Quezon Memorial Circle to Fairview may take North Avenue, Mindanao Avenue, Sauyo Road, or Quirino Highway before going back to Commonwealth Avenue.
Those traveling southbound from Fairview to Quezon Memorial Circle may take Commonwealth Avenue, Sauyo Road or Quirino Highway, Mindanao Avenue and North Avenue. Updated traffic advisories will be issued by the NCRPO and MMDA to guide motorists and minimize public disruption.
“The NCRPO is fully prepared to secure this year’s State of the Nation Address. Our personnel, operational resources, and security measures are all in place to ensure a safe, peaceful, and orderly SONA while we continue to sustain our anti-criminality operations across Metro Manila. We firmly guarantee the public that our security operations will be guided unconditionally by the rule of law, profound respect for constitutional rights, and the highest standards of professionalism," said Aberin.
The NCRPO encouraged the public to cooperate with law enforcement authorities, observe official traffic and security advisories, and immediately report any suspicious activity to the nearest police station or the 911 Emergency Hotline.
Maximum tolerance
Meanwhile, the Philippine National Police (PNP) urged rally organizers to implement measures to protect their own ranks during the SONA and secure the necessary permits and coordinate with local authorities for their activities, stressing that this protocol is not only about legal matters but a security and peace order measure.
“Every individual and every group has the right to express opinion and air grievances and we assure each and every one of them that the PNP will respect and even protect that right. All that we ask is for them to respect police officers on the ground and their mandate to maintain peace and order,” said PNP chief Gen. Jose Melencio Nartatez Jr. said.
Aside from the SONA, the PNP will also help secure the 112th founding anniversary of the Iglesia Ni Cristo on the same day.
Nartatez said proper coordination with authorities is necessary to ensure public safety and effective security operations, as he assured the public that security measures are already in place for any eventuality during the the SONA.
The PNP chief said he has already directed chiefs of police to ensure the strategic deployment of sufficient personnel and resources at rally venues.
“Maximum tolerance will be strictly by our personnel amid these activities. I also instructed our chiefs of police to ensure the strategic deployment of personnel and resources to secure these activities,” Nartatez said in a separate statement. (PNA)
