Curbing low-level offenses key to ‘Safer Cities’ success – PNP


MANILA – Targeting minor violations like public drinking and violating curfew hours has
become a central strategy in the Philippine National Police’s (PNP) “Safer Cities” initiative, its chief Gen. Jose Melencio C. Nartatez Jr. said Thursday.

PNP data showed that 24,881 ordinance violators across Metro Manila were apprehended in the first two days of the Safer Cities initiative from April 6 to 7.

“With the more visible presence of our personnel on the ground, we are sending a strong message of our active role in crime prevention and instilling discipline. The goal is clear and simple: to make every street and every community safe for everybody,” Nartatez said in a statement.

The majority of offenses involved public drinking and smoking with 8,075 violators; followed by those who went shirtless in public with 2,672 cases; curfew violations by minors with 2,245; and noise complaints from karaoke with 584 incidents.

The remaining 11,305 cases consisted of various other ordinance violations.

Of those apprehended, 6,369 were fined, 219 were formally charged, and 18,293 received warnings before being released.

Nartatez pointed out that minor offenses often pave the way for more serious crimes.

“By addressing these small violations, the PNP seeks to prevent major criminal activity from emerging in neighborhoods. These minor violations are often the breeding ground for bigger crimes, so we are nipping them in the bud,” he said.

Despite the high volume of arrests, Nartatez was quick to address concerns regarding the conduct of the responding officers.

He emphasized that the Internal Affairs Service (IAS) is closely monitoring the ground operations.

“We have a zero-tolerance policy for 'hulidap' or any form of abuse. Bukas ang ating IAS para sa anumang sumbong (The IAS is open to any complaint),” he said.

He also urged the public to see these measures as part of broader community safety efforts.

“Safety starts with discipline. When communities follow simple rules, we can focus on bigger threats together. Cooperation is key,” Nartatez said.

The Department of the Interior and Local Government on Monday ordered the stricter enforcement of ordinances banning street drinking, shirtless roaming, and late-night videoke sessions as part of the "Safer Cities" initiative.

The PNP said the Safer Cities effort is in direct support of its Focused Agenda under Enhanced Managing Police Operations, and aligns with the directive of President Ferdinand R. Marcos Jr. to intensify visible policing and encourage a stronger sense of public security in daily life. (PNA)
