Duterte warns vs return of drug trade at Bilibid


Metro Manila (CNN Philippines) — Drugs are back again at the national penitentiary, according to President Rodrigo Duterte.

Speaking at the 26th anniversary celebration of the Bureau of Jail Management and Penology (BJMP) at Camp Aguinaldo's AFP Theater on Wednesday, Duterte said drug dealers were going about their business once more even behind bars by using cellphones.

"And I have to be frank mostly Chinese. 'Pag nakapasok ang cellphone diyan, negosyo talaga 'yan (it's really a business)," he said.

He warned those who would be found with cellphones — saying that he would make the inmates eat them.

"I don't know if it's edible.... Yun ang kakainin mo sa araw na yan. Wala kang konsumong kanin. Ito, prituhin mo. Bahala ka, basta you will eat it."

[Translation: I don't know if it's edible. That's what you will eat for the day. No rice. You can fry it. It's up to you, but that will be your meal.]

Aside from the drug problem, congestion is also a big headache at the Bilibid.

The BJMP says the congestion rate now stands at 589%.

The President promised to help address this by significantly increasing the BJMP's budget — but they have to wait until the third year of his administration.

He explained that he had to prioritize the needs of the police and the military first.

Meanwhile, Duterte repeated that he was standing solid behind the men in uniform and that no soldier or policeman would go to prison for carrying out his orders.

He mentioned the case of Supt. Marvin Marcos, who was relieved as head of the Criminal Investigation and Detection Group in Eastern Visayas (CIDG-8) for his alleged involvement in the killing of Albuera, Leyte mayor and alleged drug lord Rolando Espinosa.


"Ibalik ninyo sa trabaho 'yang mama na 'yan. Wala naman doon 'yan eh. He was too far away here. He was not part of the raiding team."

[Translation: Give him back his job. He was not there. He was too far away here. He was not part of the raiding team.]

Marcos is out on bail, after charges against him and 18 other police officers were downgraded from murder to homicide.
