Napolcom aims zero case backlog by year-end
MANILA – The National Police Commission (Napolcom) is targeting to get rid of its case backlog before year-end by resolving around 1,200 pending cases against erring police officers.
At a press briefing at their head office in Quezon City, Napolcom Vice Chairperson and Executive Officer Rafael Vicente Calinisan said he is confident of hitting their zero case backlog target by December with help from their commissioners and lawyers, who started reporting for work even on weekends this October.
“Hindi tayo papayag na may pending na kaso by end December 2025. In fact, tuwing Sabado ang ating Napolcom ay pumapasok dito para mag-ubos ng kaso na minana namin from 25 years ago (We won't allow cases to remain pending by the end of December 2025. In fact, Napolcom personnel report for work on Saturdays to work even on 25-year-old cases that we have inherited),” Calinisan said.
On Tuesday alone, Calinisan said the Napolcom tackled 115 cases and resolved 70, before the press conference started.
Calinisan assured the public that all new cases shall be resolved within 60 days.
“Para yung mga inosenteng pulis ay makalaya at di nila kailangang isipin na may mga harassment cases laban sa kanila. Pero dun sa mga walang hiyang pulis, nakahanap na sila ng katapat nila (So innocent officers could get cleared and will no longer have to think about cases are meant to harass them. As for unscrupulous officers, they have met their match)," he said.
Calinisan assured the public that retired police officials who will eventually get convicted will stop receiving pension.
"How can the people believe in the institution if the institution is slow at first. How can people believe if the case they filed 25 years ago is not moving forward," Calinisan added.
At the same briefing, Calinasan announced that the Napolcom’s Inspection, Monitoring and Investigation Service has resolved to file three batches of cases against several police officers before the Commission’s Legal Services.
These cases were against:
Eleven police officers from the National Capital Region Police Office Drug Enforcement Unit (NCRPO DEU) who allegedly abducted two supposed drug suspects Dane Mark Carlos and Charles Dean Sotto on Feb. 17, 2021 and March 24, 2021, respectively;
2) Police Col. Roland Vilela, former husband of former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma, over the questionable transfer of large sums of money via diplomatic channels while he was a police attache in the U.S.; and
3) Twelve Manila Police District officers over separate abductions of delivery riders Chester Dumaran and Nicole Owen Solleza in Rizal province last Sept. 9. (PNA)
